Idlib, Syria, 16 March 2020 – More than two schools have been lost every day in northwest Syria since December 2019 due to the brutal fighting, according to new figures from Save the Children.

The escalation of violence has resulted in at least 217 schools being damaged or abandoned in just 96 days from December 2019 to March 2020. Today’s figures show that in total more than half of Idlib’s formal schools — 570 out of 1,062 — are now damaged, destroyed or in areas too dangerous for children to reach.  A further 74 schools are currently being used as shelters for families escaping conflict. As a result, each remaining functional classroom would need to accommodate to around 240 pupils for all school-age children in Idlib to go to school.

A year of conflict in the area has amounted to an intensive attack on the education and the futures of one and a half million children, says Save the Children in a new briefing paper.

Dara*, eight, was sheltering from the fighting in a school when it was hit by an attack on 25 February 2020. Save the Children partner Hurras was also supporting the school. At least three children were killed and many more injured.

Dara said, “A woman held us and started crying. Her sister lost her leg and fell. We were standing and suddenly the woman started screaming and crying because her children died.

“I started crying, calling for my siblings, but no one was answering. Then out of nowhere, my sister came running to me, barefoot and crying. 

“I got injured in my leg here. I didn’t feel it when the shrapnel went at first, but then I started feeling the pain, I fainted and stopped understanding anything.”

Conflict in civilian areas over the last year has forced people to flee nearly half of Idlib province into increasingly inhumane conditions. Since the start of 2019, Save the Children and Hurras Network verified 92 incidents where schools in northwest Syria were hit by attacks. In crisis situations like Syria, the right to inclusive education for girls and boys is critical as it provides a safe physical space for children and young people, sheltering them from violence, including – especially for girls – sexual and gender-based violence. Schools also help promote well-being and normalcy for displaced children.

Sonia Khush, Save the Children’s Syria Response Director, said:

“Schools should be off-limits, even in the bitterest conflict. But time and again schools in Syria have been in the firing line.

“After nine years of brutal violence and broken promises, no one knows what will happen next. But for children in Idlib and across Syria to have the chance of building a better future it’s not enough for them to simply survive. It’s vital they continue to learn and go to school, even in the midst of this chaos. Each day a child is out of school makes it less likely they’ll be able to go back and catch up.

“A school provides more than education. It offers stability and routine that is crucial for children’s mental health and recovery after experiencing so much horror and loss.

“We need to ensure all schools are protected. And we need donors to increase funding to help children stay in education.”

On February 25, eight schools and two kindergartens were hit by attacks – the most in a single day in Idlib since at least the start of 2019. Most of these attacks were during class, reversing a recent pattern where educational facilities have largely been hit outside of school hours, according to Hurras Network. Since March 2019 there had been only one other verified attack while classes were taking place, which killed five children on 1st January 2020.

In response to the number of attacks on education, parents have asked Save the Children’s partners not open schools in certain areas because they are afraid of attracting violence. Instead, they have asked for education to be hidden away in sites like caves and basements or made harder to hit in mobile schools.

To stop the conflict from robbing children of their education, Save the Children and its partner Shafak have turned four buses into brightly painted mobile classrooms. The aid agencies bring education to some of the 575,000 displaced children like Wafaa at the heart of the crisis.

The mobile classrooms teach core subjects such as Arabic and maths, as well as providing structured emotional and psychosocial support along with games to help children recover from the traumatic experiences they have been through. Each supports around 80 children at a time.

Save the Children also supports partners in setting up temporary learning spaces and distributing learning materials like textbooks and schoolbags.

As the conflict in Syria enters its 10th year, Save the Children calls on all warring parties to ensure that children and civilians – along with the schools and hospitals they need to learn and stay alive – are off-limits and protected. International humanitarian and human rights laws must be respected.

We are also encouraging the Government of Canada to include funding for education as part of its humanitarian assistance for conflicts like Syria. Education is marked as a need in the United Nations led humanitarian response plans and we urge Canada to invest in this life-saving intervention.

We welcome the Government of Canada’s leadership on endorsing the Safe School Declaration and urge Canada to use its diplomatic channels to champion endorsement by other countries including Syria.

Notes to editors:

  • Following years of displacement to the North West of Syria, the number of school-age children in the area has doubled since before the conflict, to around one million, according to an estimate by the Education Cluster.
  • Figures from Save the Children and its partner Hurras Network show that before the latest escalation, which began at the start of December 2019, 353 schools had been damaged or abandoned. This was because of an escalation which ran from April to August 2019. This figure rose to 570 by the time the latest ceasefire came into effect on 6 March 2020, meaning 217 schools were damaged or abandoned in the 96 days from 1 December 2019 – 5 March 2020.
  • In addition to the 570 damaged or abandoned schools, as of 8 March 2020 there were 74 being used as collective shelters, according to Hurras Network figures. That leaves 418 that are functional, with an average of 10 classrooms in each. Each classroom would, therefore, need to accommodate just over 239 students to allow all children in the area to go to school.
  • According to Hurras Network figures, there are 1,062 formal schools in Idlib. ‘Formal’ schools are fixed, permanent educational facilities. In response to the emergency education needs around 136 ‘informal’ schools, such as the mobile classrooms described here, have also been set up by different groups and organisations.
  • The Independent International Commission of Inquiry on the Syrian Arab Republic has reported that in July and August 2019 schools were damaged in indiscriminate air strikes which amounted to war crimes.
  • Between December 2019 and February 2020, at least 15,000 education personnel have been forced to leave their homes in North West Syria in search of safety, according to data verified by Hurras Network. A recent needs assessment found that only two of the 23 informal displacement camps had schools.
